Construction Closes Parts of a Major Central Dallas Intersection
Woodall Rodgers at Riverfront Boulevard closed until mid-to late 2011
DALLAS – Beginning July 14, 2010 major connections to and from Woodall
Rodgers Freeway and Riverfront Boulevard will be closed for construction
activities associated with the Texas Department of Transportation’s
Margaret Hunt Hill Bridge and the ongoing Woodall Rodgers Extension
project. The closures, which will last approximately 15 months, affect
several major connections at the intersection. They are as follows:
o Westbound Woodall Rodgers Fwy. traffic exiting to Riverfront Blvd.
will no longer be able to directly access either direction of Riverfront
Blvd.
o Southbound Riverfront Blvd. traffic will no longer be able to
directly access eastbound Woodall Rodgers Fwy.
Detour signage will be put into place on July 13 with the full closure
going into effect on July 14. Maps depicting signed detour routes for
the prohibited movements are attached. TxDOT and the City of Dallas are
encouraging motorists to seek alternate routes. Riverfront Blvd. will
remain open during construction, but will be reduced to two lanes in
each direction for the duration of the projects. Northbound Riverfront
Blvd. access to eastbound Woodall Rodgers Fwy. will remain open.
The closures are part of the $47.5 million Woodall Rodgers Extension
Project, which is being built in conjunction with the $69.7 million
Margaret Hunt Hill Bridge over the Trinity River. Both projects are
scheduled to be complete by mid-to late 2011.

Woodall Rodgers exit to Pearl Street to be Closed Nightly

Pearl St. Exit Ramp from Woodall Rodgers Freeway to be Closed Nightly.
DALLAS - The contractor, Rebcon, contracted by The Texas Department of Transportation (TxDOT) will close the eastbound Woodall Rodgers exit ramp to Pearl Street, weather permitting, nightly beginning May 24, 2010 and continuing through May 27, 2010. These closures will begin each night at 9 p.m. and continue to 6 a.m. the following morning.
This closure is necessary to set barriers and begin ramp reconfiguration construction. This reconfiguration will permanently eliminate the ramp spur that connects directly to Pearl Street. Access to Pearl Street will be via Olive Street and the eastbound frontage road. To ease in this transition in traffic patterns, turn lanes are being added on Olive Street as well as the eastbound frontage road. Motorists should use the Field Street exit as an alternative.
TxDOT strives to minimize the impact of these closures to area motorists by limiting the work to occur during off-peak hours and also gives consideration to weekend events in the area.
Temporary Configuration of St. Paul exit from Westbound Woodall Rodgers Re-opens
DALLAS - The westbound Woodall Rodgers exit to St. Paul Street was opened to all traffic, except truck traffic, this past Saturday, June 26, 2010. The exit is a temporary configuration until further deck construction allows the contractor, Archer Western, to construct the permanent configuration. St. Paul is a one-way street with traffic flowing south. This temporary exit configuration intersects with St. Paul Street on the north side of Woodall Rodgers and does not allow sufficient radius for trucks to turn south onto St. Paul. The permanent configuration will provide adequate turning movement for trucks and is currently estimated to be open to traffic in approximately 6 - 8 months.
Current construction activities of the project include construction of the support structures. The support structures provide support for the actual deck. The deck portion of the project is made up of box beams and trench panels. The box beams are currently being manufactured and current projections to begin setting these box beams and trench panels into place is estimated to occur in approximately 6 - 8 weeks.
TxDOT awarded the $44.5 million dollar contract to Archer Western to construct the deck and plaza over Woodall Rodgers Freeway. The project starts west of St. Paul and extends 1/4 mile to east of Pearl Street, and when complete, will create a short tunnel.
This partnership project between TxDOT, the City of Dallas and the private sector included $16.7 million dollars of enhancement funding from the American Recovery and Reinvestment Act and is scheduled to be completed in early 2012.
TxDOT asks motorists to drive carefully through the work zone and appreciates their patience during this unique and exciting project.
Westbound Frontage Road closure between St. Paul and Pearl Streets
Lane Closures on Woodall Rodgers Freeway Frontage Roads
Construction of the Deck Park continues
DALLAS - The contractor, Archer Western, contracted by The Texas Department of Transportation (TxDOT) to construct the Woodall Rodgers Deck Park, will be closing the westbound frontage road of Woodall Rodgers nightly between St. Paul and Pearl Street from 8 pm to 6 am beginning March 31, 2010 and continuing through April 11, 2010. This closure and detour is necessary for the installation of a power/communication line duct bank across the frontage road to deliver power to the Woodall Rodgers Park.
Detour signage will be in place and westbound travelers on the Woodall Rodgers Frontage Road will be detoured as follows:
Right onto Olive Street, then left onto McKinney Avenue and then left onto St. Paul where they can turn right back onto the westbound frontage road.
TxDOT strives to minimize the impact of these closures to area motorists and coordination with the Dallas Arts District events is ongoing throughout the project.

Nightly Closures Continue on Woodall Through May 20, 2010
Continuing through May 19, 2010, the westbound lane of Woodall Rodgers will be closed nightly (9 pm to 6 am) as a buffer lane during wall demolition operations.
Also continuing through May 20, 2010, two left lanes of eastbound Woodall Rodgers and one left lane of westbound Woodall Rodgers will be closed nightly (9 pm to 6 am) for the forming and placement of the center support wall.

Lane Closures Continue on Woodall Rodgers Freeway
The contractor, Archer Western, contracted by The Texas Department of Transportation (TxDOT) to construct the Woodall Rodgers Deck Park, will continue closing various lanes of eastbound and westbound lanes on Woodall Rodgers nightly between April 19, 2010 and May 20, 2010. These closures are continuations of previous closures to complete wall demolition and center support wall activities. The closures will generally begin at 9 p.m. and end by 6 a.m. from St. Paul to Pearl Street. These closures will be coordinated with the lane closures necessary for the forming and placement of the center bent that will be continuing as well.
Continuing through May 19, 2010, the westbound lane of Woodall Rodgers will be closed nightly (9 pm to 6 am) as a buffer lane during wall demolition operations.
Also continuing through May 20, 2010, two left lanes of eastbound Woodall Rodgers and one left lane of westbound Woodall Rodgers will be closed nightly (9 pm to 6 am) for the forming and placement of the center support wall.
During this time the Contractor will ensure that only one lane in each direction is closed at a time. However, there will be intermittent times during this period where the construction activities will require two lanes to be closed for short periods of time (approximately 3 hours) to facilitate demolition and drill shaft installation.

Beginning March 15, 2010 to April 19, 2010 the westbound lane of Woodall Rodgers will be closed nightly (9 pm to 6 am) as a buffer lane during wall demolition operations.
Beginning March 15, 2010 to April 19, 2010, two left lanes of eastbound Woodall Rodgers and one left lane of westbound Woodall Rodgers will be closed nightly (9 pm to 6 am) for the forming and placement of the center support wall.
During this time the Contractor will ensure that only one lane in each direction is closed at a time. However, there will be intermittent times during this period where the construction activities will require two lanes to be closed for short periods of time (approximately 3 hours) for shoring wall construction.
Nightly lane closures on Woodall Rodgers will begin February 13, 2010 through March 14, 2010. These lane closures will effect both eastbound and westbound and are necessary for the forming and placement of the center bent and the as a buffer for the wall demolition.
Specifically, February 13 to March 14, two left lanes of eastbound Woodall Rodgers as well as the left lane of westbound Woodall Rodgers will be closed nightly. These nightly closures will begin at 9 pm and end by 6 am the following morning. On Saturday's the closure will begin at 6 am and end at 9 am. Sunday's closure will begin at 6 am and end Monday morning at 5 am.
February 21 to March 14, nightly closures of the right lane on westbound Woodall Rodgers will be closed to provide a buffer during the wall demolition. During this time the contractor will ensure that only one westbound lane will be closed at a time though it will vary to accommodate the specific work occurring at the time.

Upcoming Lane Closures
In the next 2-3 weeks Archer Western will be doing further work at the St. Paul exit, removing part of the St. Paul retaining wall. That will result in some intermittent closure of an additional lane.
In early 2010 we will begin to see the first beams spanning the freeway in the area of St. Paul.
TXDOT will probably need to do one more full closure of the freeway in order to demolish the utility bridges. That demolition will not occur until sometime in 2010. However, there will be partial closures of the freeway through the life of the project.
Sometime during the month of February the Pearl/Olive exit will be closing. There are actually two projects impacting this exit. The existing project, “The Park,” will require a closure of approximately 4 months. The second project will widen the Olive St. loop section of the exit and permanently close the Pearl “spur.” When work is complete it will become the Olive St. exit.
Saturday, Nov. 14 Woodall Rodgers Lane Closures
The two left lanes of eastbound Woodall Rodgers and one left lane of westbound Woodall Rodgers will be closed for the removal of debris from the recent demolition of the center median barrier. The closure will be in place from 6 a.m. through 3:30 p.m. on Saturday, November 14, 2009.
Lane Closures every night Week of Nov. 9 - 14, 2009
The contractor, Archer Western, contracted by The Texas Department of Transportation (TxDOT) to construct the Woodall Rodgers Deck Park, will be closing one inside left lane on eastbound and one inside left lane on westbound Woodall Rodgers Freeway from St. Paul Street to Pearl Street every evening this week. The closure will begin tonight at 9 pm and end at 6 a.m. each morning and will continue November 9, 2009, through Saturday, November 14, 2009.
The closure is necessary to allow Archer Western to demolish center median barriers. The closure is necessary to protect traffic from any demolition debris. TxDOT designed the contract to minimize construction impacts and maximize safety for the traveling public. Full closures are limited and limited to nights and weekends.
A closure will occur on the main lanes of Woodall Rodgers in the early morning hours of Tuesday, December 22, 2009, for the purpose of receiving rebar for the center support wall. This will require closing two left lanes of eastbound Woodall Rodgers and one left lane of westbound Woodall Rodgers between St. Paul and Pearl Street from 2 a.m through 6 a.m.
The Contractor will be closing the westbound frontage road of Woodall Rodgers between Pearl Street and Olive Street. The closure of westbound frontage road will be on Saturday, December 19, 2009, from 7 a.m. through 5 p.m. This closure will allow the contractor to install additional trench boxes. The detour will be signed. Motorists will be directed to go north on Pearl to McKinney, west on McKinney to Harwood which takes them back to the westbound frontage road.
